How to get action bar to go anywhere in world of warcraft?

You know in all the youtube world of warcraft movies how it shows a whole bunch of actions above the action bar and on the sides of screen and stuff? How do you do that or what is the AddOn?
Settings like where? in-game when you press the esc. button?

    i got a 60 hunter in full tier 2 , but yeah im pretty sure in settings it has action bars, and u can enable which ones you want , there are side ones on the sides of ur screen and additional ones for your main hotbar

    This is NOT an in-game setting trust me I’ve tried. In order to move your action bars where ever you want I downloaded the add-on Bartender4 (its ready for Wrath of the Lich King) you can download it at wow.curse.com I’ll link the actual link in my source section. In order to access the settings on this add-on you need to go in-game and type in /bar (enter). Once there the settings are pretty straight forward.     go get the program WoWMatrix … it is an addon you can insert in your gameplay … then select to add the barmod addon, which lets you add more bars
